Introduction to JSRS

The Joint Supplier Registration System (JSRS) is the Sultanate of Oman’s Industry-wide Supplier Certification System implemented by Business Gateways International (businessgateways) on behalf of the Oman Ministry of Energy and Minerals. The JSRS is hosted on www.businessgateways.com/jsrs. The JSRS is an In-Country Value (ICV) initiative of the Oman Oil & Gas Industry that was launched in 2014 and currently supports thousands of Suppliers from Oman and around the world to connect to Oman’s Procurement potential. The JSRS has expanded to other Industries as well.

The objectives of JSRS are to:

  • Create a ‘Single Window’ Supplier Certification System to unify the registration & certification process of all Oil & Gas Operators and Other Industry Buyers in Oman.
  • Attract the Best-of-Breed Suppliers (national and international) to actively connect to and serve Oman’s Procurement needs.
  • Support Transparency and Local Content (ICV) within the Supply Chain.
  • Provide a Supplier Sourcing Platform for Oil & Gas Operators and Industry Buyers to ‘Seek and Identify’ credible Suppliers to engage in the Procurement process.
  • Provide Suppliers with an online mechanism to keep their data updated and monitored. Drive Oman’s ICV by empowering Main Contractors and Sub-Contractors to float the various Procurement Opportunities and monitor their ICV Obligation commitments.
  • Support Omani SMEs to actively engage in ICV Obligation based Procurement Opportunities within Oil & Gas and Other Industries and create success stories.
The Oman Ministry of Energy and Minerals has Mandated, with effect from 1 July 2021, all Suppliers who participate in any bidding activities floated by the Oil & Gas Operators and Concession Companies, must hold an ACTIVE JSRS Certificate. Contractors and Suppliers who are awarded Contracts and POs must hold an ACTIVE JSRS Certificate during the entire tenure of the Contract.

Both National and International Suppliers can apply for the JSRS Certificate.

National Suppliers:

For all National (Omani) Supplier Companies, the validity of the JSRS Certificate is 3 Years. The Subscription Fee can vary between 50 – 900 OMR based on their Company Classification.

International Suppliers:

International Supplier Companies can choose between 1-Year or 3-Year Validity of the JSRS Certificate. The Subscription Fee is 1,000 USD for 1 year and 2,250 USD for 3 years. It is important for Suppliers to hold a valid JSRS Certificate to participate in the eProcurement activities within Oman as per the mandate set by the Oman Ministry of Energy and Minerals.

Supplier Certificate Mandate:

The Oman Ministry of Energy and Minerals has Mandated, with effect from 1 July 2021, all Suppliers who participate in any bidding activities floated by the Oil & Gas Operators and Concession Companies, must hold an ACTIVE JSRS Certificate. Contractors and Suppliers who are awarded Contracts and POs must hold an ACTIVE JSRS Certificate during the entire tenure of the Contract.

JSRS Certification process involves the following steps:

JSRS Registration Process Flow
  • Registration on the JSRS.
  • Login using credentials set.
  • Fill the Supplier Certification Form (SCF).
  • Submit the form after providing all the requested information.
  • The submitted form is subjected to a validation process.
  • On successful validation, the Supplier Certification form is Approved, and the Supplier is JSRS Certified.
  • In case of missing documents, the Supplier is informed to provide the same and the submitted data is subjected to a validation.
  • The Supplier is notified on Approval after which several features are enabled to help the Supplier experience a smooth and successful journey on their Procurement aspects.
There is no fixed timeline, and it entirely depends on the supplier readiness of required documents. The process generally takes around 2–3 weeks. Completion of the process depends on two factors such as completion of profile management and submitting all documents needed for JSRS Certificate validation and its approval. Omani Companies are subject to a Site Visit validation process by BGI team as part of the Certification approval process.

You can register on the JSRS and apply for the JSRS Certificate by submitting the Supplier Certification Form (SCF).

The submitted form will be subjected to a validation process. On successful validation, your company gets the JSRS Certificate which is on behalf of Oman Ministry of Energy and Minerals.

The JSRS Certificate has a unique JSRS Supplier Code with a QR Code which can be scanned.

The Supplier Code is an identifier for your Company and can be cited on all Procurement-related opportunities and on JSRS-related Support queries. When the QR code is scanned it will be redirected to the Supplier’s JSRS external Profile.

Along with the JSRS Certificate, you will get access to the JSRS Certified Supplier eBadge.

Login to your JSRS Profile to access and download the JSRS eBadge.

JSRS Suppliers can showcase their JSRS Certified Supplier eBadge to Business Communities by displaying it on their Business Collaterals and share on Social Media.

In addition to this, you can add/update Products & Services (offered by your Company) and submit them for JSRS Validation. Validated and approved Products & Services will be tagged as JSRS Certified on JSRS.

  • Any company (National and International Suppliers from any Business Sector) which is interested in Business Opportunities with the Buyer Community and Contractors can join the JSRS.
  • National Suppliers – MSMEs (Micro, Small, Medium), Large, LCCs or Riyada companies in Oman
  • International Suppliers who are interested to work with Oman

  • National Companies need to select their Company Classification during the Registration process. This can be changed by contacting Support team on the JSRS and an updated invoice will be sent.

Company Classification: The Company Classification is as per the Small and Medium Enterprise Development Authority (SMEDA) Classification

Guidelines for SME Classifying Companies:

In addition to supplier employee headcount and annual turnover, the following compliance requirements must be met:

  • Companies that have Large Companies as Shareholders or Parent Companies will not be classified as SMEs.
  • Companies with the incorporation types SAOG, SAOC, or Foreign Branches will also not be classified as SMEs.

 Note :

   – Your JSRS Certification Fee is based on your Company Classification (as per the Small and Medium Enterprises Development Authority (SMEDA)).

    – Any company found to have a changed status of SME to Non-SME as per the guidelines given during their period of Certification, will be re-classified as Non-SME and are bound to pay the revised JSRS Certification fee accordingly.

  • National Companies can apply for Additional Certifications like Local Community Contractor (LCC).
  • The ‘Local Community Contractor’ (LCC) Special Status is for companies operating within the concession areas of certain Operators / Buyers. LCCs who meet specific criteria, as defined by these Operators / Buyers, are identified on the JSRS Certificate as ‘Special Status’ LCC. Companies with the LCC Special Status benefit from priority procurement opportunities from respective Operators.

  • These LCC initiatives are exclusive to National (Omani) companies – the owners of the company are permanent residents of any of the cities listed by the LCC Certificate providers.

  • These LCC initiatives are exclusive to National (Omani) companies – the owners of the company are permanent residents of any of the cities listed by the LCC Certificate providers.

  • A valid JSRS Certificate is a mandatory pre-requisite for acquiring the LCC Certifications.
  • Suppliers who are already an LCC company, can also register themselves as LCC by providing relevant documents on Additional Certifications.
  • On Validation by the JSRS team, the Supplier will be tagged as LCC towards the respective endorser as applicable. To know more about Additional Certifications, refer to the Section Additional Certifications
  • Suppliers who are already a Riyada Card Holder can provide the relevant Riyada details while filling out the SCF Form. On Validation by the JSRS team, the Supplier will be tagged as Riyada as applicable.
  • In addition to the above, a Supplier can also become a Contractor, wherein they can Subcontract the Contracts received by them from Operators based on the Obligation set (MSME, LCC, or both) by the Operators towards the contract. All activities towards the Awarded Contract will be monitored by the Operators. There is no limit to the number of levels the Contract can be Subcontract. The Spend on the Contract will be reflected in the Analytics to the Operator. The Contractor must be compliant by holding a valid JSRS Certificate throughout the completion of the Contract as well be compliant to the Obligation set by the Operator and must Award the Subcontract to the relevant companies only.
JSRS can be accessed from the Web Application – www.businessgateways.com/jsrs as well as from the Mobile application – Android & iOS on the respective stores. The link to download the Mobile Application are available on the JSRS Home page. Note: At present, only the Web Application is LIVE. The Mobile Applications will be launched at a later date.

JSRS Governance

The main Stakeholders of the JSRS application is the Oman Ministry of Energy and Minerals and supported by the Oil & Gas Operators and Other Industry Buyers.
The entities on the JSRS Ecosystem are:
• Ministry of Energy and Minerals
• Oil & Gas Operators and Other Industry Buyers (part of the JSRS Buyers Community)
• Suppliers (part of the JSRS Certified Suppliers Network (JSRS CSN))

businessgateways International LLC Oman (BGI) are the implementers of JSRS. BGI operates the JSRS application and is the Certifying Body for Suppliers to obtain the JSRS Certification. All National (Omani) and International Suppliers who are interested in connecting to the Oil & Gas Operators and major corporates from various industries will be supported and validated by BGI for obtaining JSRS Certificate.

  1. Master Company Profile (MCP): Where the Company Profile can be updated. Information provided on the MCP is reflected and visible to all stakeholders on the External Profile of the Buyers.

  3. jDo: A Collaborative Tool which is an efficient communication tool supporting the project success. The set of tools help to plan, discuss with clients or team members on several topics, set reminder, manage meeting notes (Available in Tier 1).
  4. jSearch: An enhanced Search module which enables the Suppliers to perform an extensive search with multiple criteria (Available in Tier 2). Search can be done on:

  5. SkyCards Management – SkyCards as a great way to manage B2B engagements on the JSRS. It is a virtual business card that can be managed and shared by Buyers with other Buyers and Suppliers who are part of the JSRS CSN (Available in Tier 2).
    • Discussions can be triggered and meetings can be scheduled with the users who have shared/posted their SkyCards.
    • SkyCards help continuation of business. When the personnel from one Department has moved to other organisations or departments an automatic update of the new personnel with the same designation is done, thereby ensuing continuity of business.

One of the important features to acquiring the JSRS Certification is Visibility; your company gains direct visibility to over 300+ Operators, Buyers and Contractors who use the JSRS to fulfil their procurement requirements. The Buyers Community use the JSRS to source verified Suppliers who match their Product/Service requirement. In the event a JSRS Buyer or Contractor wishes to deal with you directly, they will connect with you.

However, having a local agent could prove beneficial, as some projects may require you to have a local agent and such information will be available only as part of the tendering process. For example, your local agent (if it is an Omani SME) will receive ICV Obligation based contract opportunities from O&G Industry of Oman. Both you and your agent, can together strive to serve this opportunity successfully.

We recommend you be JSRS Certified as that will benefit your company with direct visibility to the Operators, Buyers and Contractors in Oman. Additionally, procurement and tenders will be sent directly to your registered email Id depending on their requirements. If a Supplier wants to showcase their product as manufacturer in JSRS then the Manufacturing company should be JSRS Certified. However, your representative companies can also process their JSRS certification with the product that they are representing in Oman as an Agent or Distributor. Supplier Registration Process

Yes. Since the launch of the JSRS and its Mandatory Certification requirement, all Suppliers who have been previously registered with individual Operators are expected to be certified again on the JSRS to create the common pool of suppliers.
  • Registration can be done using the Web Application, by visiting the Website Application – www.businessgateways.com or it can also be done using the Mobile Application which needs to be downloaded from the Website.
  • Click on the Register button and proceed to provide all the information requested on the registration form.
  • Submit the form after all necessary information has been filled.
  • Upon submitting the JSRS Registration form, a confirmation mail will be sent to the registered company Email ID.
  • Note: Order confirmation is a ‘must’ to proceed further, so please confirm acceptance of the mail received from BGI.
  • On receipt of order confirmation, the Login credentials to JSRS shall be sent to your registered company Email ID.
  • Login and complete the JSRS Certification fee payment process.
  • The Registration and Payment will be subjected to a Validation process by BGI Backed team and Accounts team.
  • On Approval, you will be sent an email and a notification to Set Password to your account.
  • You can Login using the credentials set by you.
  • On Successful login, you will have access to your company Dashboard.

    • Under Divisions, create Departments and add Users, forming a virtual team on JSRS.
    • Update your organisation details in the Master Company Profile.
    • Create Business Source and map your Products/Services under Supplier Profile.
  • Submit the form after providing all the requested information
  • The submitted form is subjected to a Validation Process
  • On successful validation, the Supplier Certification form is Approved, and the Supplier is Certified
  • In case of missing documents, the Supplier is informed to provide the same and the submitted data is subjected to a validation
  • The Supplier is notified on Approval after which several features are enabled to help the Supplier experience a smooth and successful journey on their Procurement aspects
  • A revamped Contracts Management System (CMS) for the Procurement needs.

VAT Compliance in JSRS

The Value Added Tax (VAT) is an indirect tax levied on the consumption of goods and services. The Sultanate of Oman has implemented VAT from 16 April 2021. Please note: VAT is applicable only to National (Omani) Companies on JSRS.

Yes, Business Gateways International is VAT registered with effect from 16 April 2021. Our VAT registration number is OM1100015174. View our certificate of registration.
National (Omani) Companies registering for the first time or renewing their subscriptions will be charged 5% as VAT on the invoiced amount. VAT will not be applicable on International registrations. VAT is applicable ONLY to National (Omani) Companies and not to the International Suppliers.
  • As per Oman Government Guidelines, payments made from 16 April 2021 by National (Omani) Companies for any services on JSRS, will be subject to VAT of 5%.
  • All unpaid Invoices from JSRS/BGI dated earlier than 16 April 2021 will not be valid for payment post 16 April 2021.
  • Kindly login to generate new invoice to make payment from 16 April 2021 onwards.
  • National (Omani) Suppliers who have already paid before 16 April 2021 will not be affected by this.

All Operators/Buyers/Contractors/Service Providers engaged in upstream and midstream businesses are advised to complete their VAT IN before 16 April 2021 and submit their JSRS Registration Certificates to the Tax Authority as part of their VAT registration. Read letter from Ministry.

Please note: VAT is applicable only to National (Omani) Companies on JSRS.

JSRS Certification Fee Payment

The JSRS Subscription Fee varies depending on if you are an International or Omani Supplier. For international Suppliers, the JSRS Subscription Fee is USD 1000 – for one year validity and USD 2250 for three-year validity. For Omani Suppliers, the JSRS Subscription Fee is based on your company classification (as per the Small and Medium Enterprise Development Authority (SMEDA)).

  • JSRS Subscription Fee mentioned is excluding VAT of 5%. VAT charges are applicable only to Omani companies.
  • The JSRS Subscription Fee is exclusive of any payment processing charges that may be applicable.

The JSRS Subscription fee for Suppliers is set by the Oman Ministry of Energy and Minerals & is based on the supplier origin (National or International). Further, in Oman, it is based on Company Classification is as per the Small and Medium Enterprise Development Authority (SMEDA). To know more, refer to the Certification Fee tab in the Registration page.
The Subscription fee for Suppliers is set by the Oman Ministry of Energy and Minerals & the actual value is based on the supplier origin (National or International). For Omani Companies, the Employee Count and Annual Sales (revenue) are the deciding factors for the JSRS subscription fee, and the company classification is as per the Small and Medium Enterprise Development Authority (SMEDA) classification standards. Information regarding the current Supplier Fee and the Certification Duration is outlined on www.jsrs.businessgateways.com.
There are two modes of payment available on the JSRS Application:
  • Online Payment
  • Offline Payment

Online Payment

The JSRS Certification fee can be paid online through the Payment Gateway of Bank Muscat hosted on the JSRS. You can also pay using Credit/Debit cards. It is important that your Credit/Debit Cards are ‘3D Secure’ approved before it can be used on our system.

Offline Payment

The offline payment can be done via:

  • Cheque or Cash Deposit
  • Bank Transfer

No. A single payment is enough to gain access to the NBF and JSRS Platforms.

Login Process

There are three steps to be followed:

  • The first step is to accept your registration by clicking the accept option available in the order confirmation mail sent to your registered email ID.
  • The second step is to Set Password.
  • The third step is to Login to the JSRS using the credentials set.
Go to the application: www.businessgateways.com/jsrs  or use the JSRS Mobile application
    • Click on LOGIN button
    • Click on Forgot Password
    • Enter your Email ID or Username or Mobile Number.
    • You can click on the link provided in your email to change the password provided you have given your correct Email ID (or)
    • Enter the OTP that is received on your email
    • Enter the NEW PASSWORD and CONFIRM PASSWORD. Click SET PASSWORD

Note: Your Password Should contain

      • Minimum 8 characters
      • One uppercase
      • One number
      • One special character

  • Click on LOGIN button
  • Provide your Email ID or Username or Mobile Number and the password set by you
  • On successful login, you will be directed to the DASHBOARD
  • On the top right corner of the Dashboard, click on the down arrow
  • The contact details Mobile Number or Email Address can be changed using Accounts Settings option
  • On the Mobile Application, the contact details Mobile Number or Email Address can be changed using Accounts Settings option via the navigation menu appearing at the left side of the screen

  • Click on LOGIN button
  • Provide your Email ID or Username or Mobile Number and the password set by you
  • On successful login, you will be directed to the DASHBOARD.
  • On the top right corner of the Dashboard, click on the down arrow
  • You can click on My Profile and update the profile details

Your access to the JSRS will be blocked:

  • if you attempt to login upto 5 consecutive times using invalid credentials, the login account will be blocked for the next 15 Minutes. You can try again after the 15-minute duration or choose to reset password and proceed (click Forgot Password to do so).
  • if the JSRS Certificate has expired and a renewal has not been done.
  • if the registration payment is not done within the time provided (reminders on pending payment will be sent).
  • if BGI has de-activated your account
  • Suppliers can access their Dashboard on successful login
  • The Supplier is now in Tier 1 on the JSRS
  • Option to update their Company Profile is available – Master Company Profile
  • On updating the Master Company Profile, the Supplier can proceed to update their Supplier Profile
  • Supplier Profile has options to update

    • Products Catalogue
    • Services Catalogue

Option to change the Company Classification is not directly available for a Supplier. The Supplier has to submit a request to the Support team using Contact us and the Support team / Backend team of BGI will make the necessary changes as requested by the Supplier.

Note: In the chance that a Company’s classification has changed status of SME to Non-SME as per the guidelines given during their period of Certification, they will be re-classified as Non-SME and are bound to pay the revised JSRS Certification fee accordingly.

Yes, once your complete registration payment, you gain access to our Value Added Services (Like GCC Tenders and Sourcing Hub) and internal Collaborations with JDo. However, you will not receive opportunities from Operators & Other JSRS Buyers, without a valid JSRS Certificate. It is mandatory for Suppliers to hold an active JSRS Certificate to connect and participate in the Buyer’s Procurement activities.

  • The Tier 1 of JSRS consists of the Oman National Business Framework.
  • Suppliers are expected to ready their company profile here and are encouraged to use the Value Added Services (GCC Tenders and Sourcing Hub) and the internal collaborative tool (jDo) that are available on this tier.
  • All Products and Services offered by the Suppliers are uploaded here through an exhaustive Catalogue Management System built using the JSRS Category Code – United Nations Standards (UNSPSC) Based. These Products and Services shall be Validated on Tier 2 of JSRS.
  • The NBF also supports bringing in multiple users from within each supplier organisation for better internal collaborations (jDo).
  • Upon registration payment and approval, suppliers can gain access to and network with thousands of credibility-verified companies across 95+ countries.
  • Suppliers can subscribe for open tender notifications from all sectors of the 6 GCC countries.
  • If payment has not been done, the Supplier is taken to the Payment page. If payment is done, the Supplier is in pending payment validation stage.
  • If payment is validated, the Supplier gets access to the Dashboard, where the Company Profile and the Supplier Profile can be updated (using Master Company Profile (MCP) and Supplier Profile options)
  • On updating MCP and Supplier Profile, the Supplier Certification form (SCF) can be filled and submitted for the JSRS Certification.
  • The JSRS Tier 2 is the Certification Platform of JSRS where Suppliers are expected to be Validated and Approved on the JSRS.
    • This form is now called as the Supplier Certification form (SCF) and all Suppliers have to provide the requested information and which are based on an industry checklist of Supplier data.
    • The submitted forms are subjected to a Validation Process.
  • JSRS Certification Validation is an Online process handled by BGI who interact with suppliers by either approving or declining the submittal categories until they are compliant for JSRS Certification approval
  • Omani Suppliers who qualify as Local Community Contractors (LCC) can apply for the LCC Special Status as part of the JSRS Validation Process. If approved as LCC, their Special Status would be listed on their JSRS Certificate.
Note: In addition to the above, the Supplier can explore other modules like SkyCards and jSearch.
  • All JSRS Certified Suppliers can then (optionally) go on to obtain further Industry Certifications on Tier 3.
  • Industry Certification is subject to Suppliers meeting specific criteria of the respective organisations who are on Tier 3.

JSRS Certification Management

There is no fixed timeline, and it entirely depends on the supplier readiness of required documents. The process generally takes around 2-3 weeks. Completion of the process depends on two factors such as completion of profile management and submitting all documents needed for JSRS Certificate validation and its approval. National (Omani) Suppliers are subject to a Site Visit validation process by BGI team as part of the Certification approval process.
  • Once payment has been confirmed, you will obtain dashboard access. Before applying for JSRS Certificate, the following details need to be filled:
    • Master Company Profile: Provide all relevant details pertaining to your company.
    • Supplier Profile: Create the Business Source, Products / Services.
    • Enterprise Admin: Create Department(s) and add Users from your organisation.
  • After providing the above information, apply for the JSRS Certificate by clicking on ‘Supplier Certification Form’.
  • Provide all details and submit valid documents to proceed with the validation process. National (Omani) Suppliers will undergo a validation of their company classification as per the Small and Medium Enterprise Development Authority (SMEDA).
  • JSRS Certificate will be issued after successful completion of the validation process.
  • On successful validation of JSRS, the JSRS Certificate will be issued to you online.

Supplier Certification Form (SCF) is a vital form to be filled by the Suppliers as part of the validation process that leads to the JSRS Certification. JSRS Certification process is on a first come, first serve basis subject to proper documents and information submittal.

The required documents for JSRS Certification vary depending on your company classification and if you are National (Omani) or International Supplier. However, the below should give you an idea of what documents you need to have, before initiating the JSRS Registration.

For National (Omani) Suppliers:

  • Commercial Registration Certificate/Certificate of Incorporation.
  • Chamber of Commerce Certificate.
  • Municipality Permit/Activities License Approved by Municipality or MADAYN.
  • Riyada Card / Certificate (Applicable for SMEs registered with Riyada).
  • Bank Details Confirmation Letter (Either a letter issued by the Bank with your Bank details or a Self-declaration letter with authorised sign and stamp).
  • Financial Report (Not applicable if the company is a start-up).
  • Omanisation / Employee Details (Letter from the Ministry of Labour that shows the number of Omanis and expats employees currently working in your company).
  • Contract Experience – (ISO or any related third-party certification, Testimonials, work completion certificate etc. with the Products/Services scope).
  • Special Status (LCC) (A copy of all Owners’ Identification documents (If you are interested in registering for ‘Local Community Contractor’ (LCC) Special Status currently endorsed by Petroleum Development of Oman (PDO), CC Energy Development S.A.L. (Oman Branch), and Occidental of Oman (OXY)).
  • Site Visit: When the form is submitted for validation, the Supplier can submit their Site Visit related documents via Mobile Application (or) our team (BGI) will schedule a Date to conduct Physical Site Visit.

For International Suppliers:

  • Commercial Registration Certificate/Certificate of Incorporation.
  • Bank Details Confirmation Letter (Either a letter issued by the Bank with your Bank details or a Self-declaration letter with authorised sign and stamp).

Yes, there are Mandatory fields that are supported by documents and optional fields to be submitted as well. BGI recommends and encourages suppliers to fill most of the optional fields too in addition to the Mandatory fields for faster approval and visibility to the Buyers Community. Refer also to Adding/Updating Products & Services on JSRS.

Approved and certified JSRS Suppliers can access the JSRS Certified Supplier eBadge. JSRS Suppliers can showcase their JSRS Certified Supplier eBadge to business communities by displaying it on their business collateral and sharing on Social Media. The unique QR code scan will redirect to the Supplier’s JSRS external profile page. Login to your JSRS Profile to access and download the JSRS eBadge.

You cannot use the JSRS certificate of your subsidiary company, to receive direct opportunities. You should register yourself on JSRS to stay informed of happening opportunities, Once you are JSRS Certified you become visible to Operators, Buyers and Contractors in Oman, and they send you direct opportunities. Procurement invitations and tenders will be sent directly to your registered email ID. This way, you will be informed of the opportunities, and can guide your Subsidiary company in Oman, to pursue them. Additionally, the Micro SME company in Oman will be eligible for ICV based Obligation Opportunities, dispersed by the Oil & Gas Industry. You can work together to win these contracts and benefit. Option to update the documents is available to the Supplier on the Supplier Certification Form (SCF). The update will trigger email / notification to the BGI Backend team and the updated documents will be subjected to a validation.

Validation status can be Approved or Declined, and an email / notification is triggered to the supplier indicating the status.

Adding/Updating Products & Services on JSRS

Option to add the Products / Services for JSRS Certification is available in the Supplier Certification Form Dashboard. This will be subjected to validation by the BGI Backend team.

JSRS has been using the comprehensive coding standards of the United Nations Standards for Products & Services Code (UNSPSC) system for catalog management of all your Products and Services.

With the release of the new JSRS, a new Coding system – JSRS Category Code (JCC) has been implemented. The JCC is devised to:

  • Improve the ease and effectiveness of mapping exact Products & Services within the Oil & Gas Industry
  • Improve Search Engine Optimisation for effective Sourcing by the JSRS Buyers Community

All existing UNSPSC based Products & Services are now mapped to the JCC.

No, there is no limit to the number of Products & Services a Company can upload on its profile page. We recommend that you frequently update your Products & Services page.

Yes. The JSRS Certification is linked to specific Products / Services from under your Products & Services list, that are approved by BGI. It is advisable to add all your Products / Services to your JSRS Certificate since the more Products & Services you have approved, the more tendering opportunities your company will receive.

The JSRS Certificate provides a feature to view the approved Products & Services of your Company. Scan the QR code on your JSRS Certificate.

Yes, you can add or remove Products & Services on the JSRS Certificate.

  • To add a Products & Services, the details need to be updated on the Supplier Profile (Tier 1) and all the relevant documents need to be updated.
  • Supplier must add the Products & Services for JSRS Certification by using the Map Products & Services for JSRS Certification.
  • The added Products & Services will be subject to a validation by BGI Backend team.
  • On successful validation, the Products & Services will be tagged as JSRS Certified

The JSRS Contracts Management System (JSRS-CMS), is a one-stop platform integrating Supplier Sourcing, Response, Award & Tracking of the entire Project’s/Contract’s Supply Chain.

The JSRS-CMS is a special initiative by the Oman Ministry of Energy and Minerals, to offer Equal Opportunities to Omani SMEs/LCCs, during the process of dispersing ICV based Obligation Contract Awards.

This depends on the Obligation Contract Terms & Conditions listed out by the Project Owner (Operator / Buyer) who has awarded the contract to the EPC. Additional Certificates

After receiving the JSRS Certificate, Suppliers can apply for Additional Certificates on JSRS. Additional Certificates are Buyer-Specific accreditation that Suppliers can apply for to gain business opportunities in specific concession areas across Oman. The Additional Certificate are categorized into two sections – LCC Special Status Certificates and Zonal Certificates.

The ‘Local Community Contractor’ (LCC) Special Status is for companies operating within the concession areas of certain Operators. LCCs who meet specific criteria, as defined by these Operators, are identified on the JSRS Certificate as ‘Special Status’ LCC. Companies with the LCC Special Status benefit from priority procurement opportunities from respective Operators. Omani Suppliers who qualify to be Local Community Contractors (LCCs) can apply for the LCC Special Status in their JSRS Certificate. LCC Special Status approval on the Certificate is currently endorsed by Petroleum Development of Oman (PDO), CC Energy Development S.A.L. (Oman Branch) and Occidental Oman Incorporated (OXY).

Petroleum Development Oman popularly known as PDO collaborated with JSRS on its Local Community Contractors (LCC) initiative. Companies, wherein ALL the Owners are permanent residents (as per National ID) in any of the following Cities in Oman: Adam, Al Jazur, Bahla, Haima, Ibri, Muqshin, Shalim Al-Hallaniyah Islands and Thumrayt, can apply for Special Status category. The companies who successfully complete their Special Status validation will be issued with the “PDO LCC” status on their JSRS Certification.

CC Energy Development S.A.L. (Oman Branch) utilizes JSRS for its Local Community Contractors (LCC) initiative, as part of their commitment to the Companies from concession areas. Any company, existing or new to JSRS, wherein all owners are permanent residents (as per National ID) in any of the specified concession area of CCED, can apply for the JSRS Certificate with LCC special status.

Occidental Oman Incorporated (OXY) has launched their Local Community Contractors (LCC) Certification as a ‘Special Status’ within JSRS Certification. The companies, whose owners are from seven specific Wilayats (Haima, Al Duqm, Al Jazir, Mahout, Ibri, Adam and Bahla), are eligible for the Occidental Oman Incorporated LCC status in JSRS. JSRS Suppliers can apply for OXY LCC ‘Special Status’ on JSRS.

Zonal Certifications on JSRS refer to the Buyer-specific accreditations which JSRS Certified Suppliers can apply for.

Apart from the JSRS Certificate, some Buyers require their Suppliers to hold an Additional Certification (issued on fulfilment of that Buyer’s parameters) to be eligible for their procurement opportunities.

In most cases, the JSRS is more than enough to receive business opportunities. And in any case, it is a pre-requisite to receive any business opportunity from Oman’s O&G Sector.

Operator Specific Vendor Registrations

At present there are two Operators who offer Operator Specific Vendor Registrations.

  • PDO – RABiTAH
  • OQ – TAWREED
All vendors and Suppliers of Products & Services, who wish to do business with PDO, should be qualified by PDO. Interested Vendors and Suppliers (Local and Omani) must first acquire their JSRS Certificate, as it is a mandatory prequalification to PDO’s Vendor Registration. Fees if any to join the PDO AVME, especially if PDO were to visit your Manufacturing facilities for an audit will be discussed with you by PDO. Free Subscription to GCC Open Tenders Service

BGI is offering 3 Months Free Subscription to GCC Open Tenders Service to new Suppliers who have completed their payment and Tier 1 validation. A notification will be sent to the user with the offer details for free access to 1 tender category (including all related sub-categories) for 3 Months. if the Supplier has not availed this offer, then the offer will get elapsed exactly in 30 days from the received notification mail.

The Supplier must subscribe to GCC Open Tenders Service to receive access to more than 1 Tender Category.

Registered JSRS Suppliers can follow these steps to subscribe to GCC Open Tenders:
  • Login to JSRS.
  • Click Opportunities from the side menu, click on GCC Tenders and select a subscription pack.
  • Choose the allowed number of Categories and Sub-Categories that support your business interests.
  • By default, the Categories and Sub-Categories are applicable to all 6 GCC Countries, however you may select specific GCC countries based on your preference.
  • Generate the invoice and complete the payment (Online through Credit Card or Offline through bank transfer).
  • Once your payment is approved, you will automatically begin receiving GCC Open Tender notifications.
  • Assign the GCC Open Tender Service to the right user(s) in your company.

The JSRS profile enables you to add unlimited users per company on the platform. You can manage user rights through the Admin Panel of the Admin User.

*Supplier Certification Mandate

The Oman Ministry of Energy and Minerals has recently Mandated, with effect from 1 July 2021, all Suppliers who participate in any bidding activities floated by the Oil & Gas Operators and Concession Companies, must hold an ACTIVE JSRS Certificate. Contractors and Suppliers who are awarded Contracts and POs must hold an ACTIVE JSRS Certificate during the entire tenure of the Contract.

If you update your Products and Services in detail, and tag them properly, your Service will be seen by Procurement Officials who utilize the JSRS.

Proactively, we recommend you search for companies (for example in Construction) as per classification using the B2B tools such as jSearch (available on Tier 2) and directly communicate your service to Large / SME companies in Oman.

JSRS Certification Validity, Expiry and Renewal

Yes, there is an expiry date on the JSRS Certificate depending on the duration of certification selected at the time of registration. JSRS Certificate duration for National (Omani) Suppliers is 3 years and for International suppliers is either for 1 year or 3 years.

Yes, it is important that you update all critical data on your JSRS Profile regularly, as such data is usually monitored and brought to the notice of Oil and Gas Operators and Other Industry Buyers.

  1. Regular reminder mails are sent before the expiry date.
  2. Your JSRS Certificate also reflects the valid until date.
  3. When you log in to your JSRS dashboard, a popup will notify about your JSRS Renewal.
In the Subscription Alert/Account Settings – Subscriptions & Payments page on your dashboard,

  1. Click the Renew option.
  2. Fill the JSRS Certification Subscription Renewal Form.
  3. Generate JSRS Certification invoice and make the payment (Online / Offline Payment Modes available).
  4. Update and Submit the Supplier Certification Form (SCF) for renewal.
  5. JSRS Certificate will be renewed after successful completion of the SCF Validation Process.

For National (Omani) Suppliers, Certification is also subject to the Classification Validation (SME/Large) of your Company at that point.
  1. The JSRS Certificate needs to be renewed before (or) on the expiry date.
  2. The Renewal Form is enabled throughout the Certification duration which enables suppliers to RENEW anytime.
  3. On expiry, JSRS renewal continues to remain active for a grace period of 10 days following which the Subscription automatically terminates if it isn’t renewed.

The JSRS Certification is a mandatory requirement by the Oman Ministry of Energy and Minerals in order to connect with the procurement opportunities from the Oil & Gas Industry and Other Industries in Oman.

Consequences of Suppliers holding Expired JSRS Certificate are:

  1. Exclusion from the ‘Active’ Supplier list of Operators and Other Industry Buyers for their Sourcing process.
  2. Non-eligibility to obtain any contract from the Oil & Gas Operators and from Other Industry Buyers even if you win a bid.
  3. Termination of all NBF and JSRS services.
  4. Removal of your company data from the JSRS.
