An upgraded system designed to meet improving standards

The Joint Supplier Registration System (JSRS) is a Supplier Compliance System implemented on behalf of the Oman Ministry of Energy and Minerals as an industrywide procurement system. Today, the JSRS is fast becoming a National Procurement Initiative which is the primary sourcing base of Oman’s Oil & Gas and other major industries’ procurement system.

To support Oman’s 2040 strategic vision and meet the growing challenges in terms of efficiency, security, performance and analytics, businessgateways has revamped the JSRS platform to perform faster, and offer increased procurement opportunities. We are pleased to introduce the upgraded JSRS platform, that supports procurement and showcases the best business opportunities in the market across all sectors for the JSRS Certified Suppliers Network (JSRS CSN). Additionally, we have equipped the platform to conduct sourcing events and deliver curated procurement opportunities based on the Supplier’s profile.

How is the upgraded JSRS platform different from the previous version?

The upgraded JSRS platform aims to bring together Procurement operations of all Sectors in Oman under a single unified platform to support Oman’s strategic vision. The upgraded JSRS will add a new dimension to Oman’s ICV enforcement by empowering its Stakeholders via Procurement models.

The upgraded version is built on the notion of inclusivity. Inclusions of Procurement operations within JSRS platform with the intent to boost all Sectors’ FDI potential, showcasing and attracting the best of breed buyers to connect with the preferred Suppliers.

Supplier Readiness for Tender Participation & Contracts Awards on JSRS Contracts Management System (JSRS-CMS)

As per the Mandate from the Oman Ministry of Energy and Minerals, effective from 1 July 2021, Suppliers who do not hold an Active JSRS Certificate, cannot participate in any Bids floated by the Operators. Further, Contracts and Subcontracts will be awarded only to Suppliers who hold an Active JSRS Certificate at the time of award and during the entire tenure of the Contract.

In-Country Value (ICV) and JSRS

The JSRS is a key enabler of Oman’s In-Country Value (ICV) initiative, supporting Omani Micro, Small & Medium Enterprises (SME) and Local Community Contractors (LCCs) with equal opportunities. The JSRS platform implements and enforces SME Spend Obligations and awards transparency across strategic projects by prioritising the Oman-First growth strategy.

Supporting SME Obligation Initiatives

The heart of JSRS is its Oman-centric suppliers’ network (JSRS Certified Suppliers Network – JSRS CSN) consisting of thousands of SME, LCCs and Large companies who are directly available for instant connectivity with the JSRS Buyers Community to support their operations and the ICV & SME obligation initiatives.

LCC Certifications on JSRS

The JSRS offers ‘Local Community Contractor’ (LCC) Special Status exclusive to Omani companies operating within the concession areas. Supplier Companies who meet specific criteria, as defined by these Operators, are identified on the JSRS Certificate as ‘Special Status’ LCC.

Prioritising SME & LCCs

The JSRS Contracts Management System is a one-stop platform integrating Supplier Sourcing, Response Management, Award Management & Tracking of the entire project’s Supply Chain. It connects the JSRS CSN to the project’s Supply Chain for enhanced SME Opportunities.
