'Omanisation plan targets 661 standard jobs in Govt sector'

H E Sheikh Khalid bin Omar bin Said al Marhoon, Minister of Civil Service has said that Omanisation Plan 2016-20 is targeting 661 standard jobs occupied by the expatriate labour force in government units applying the civil service law and its executive bylaw.

H E Marhoon said this at the 12th regular session of Majlis A’Shura (fourth annual sitting of 2018-19 as part of the eighth term 2015-19) under its chairman H E Khalid bin Hilal al Ma’awali, on Sunday.

He said that the civil service sector comprised 39 government units that implement the civil service law and its executive bylaw.

By the end of 2018, there were 174,107 employees in the civil service sector with Omanis representing the majority at 87.5 per cent with 51.6 per cent as males and 48.4 per cent females.

H E Marhoon spoke on various aspects like policies and plans of the Ministry of the Civil Service in the current five-year plan for human resources development, development of management performance and promotion of the units of state administrative apparatus.

In addition, he spoke on issues concerning job seekers, measurement and evaluation of government performance in the units of state administrative apparatus, the electronic system in the ministry, the Civil Service Employees Pension Fund (CSEPF) and the Institute of Public Administration (IPA).

H E Marhoon said that in coordination with various units, the priority of employment in the civil service sector is given to citizens through plans prepared for this purpose.

On policies and procedures for human resources development, he referred to the ministry’s efforts in training. He also spoke on the major programmes and projects in the field of human resources development.

With regard to the Unified Civil Service Law, H E Marhoon said that the working group formed by the government bodies represented by the committee has completed the preparation of the basic draft of the Civil Service Law and the legal procedures are being completed in this regard.

On the other hand, H E Marhoon explained the nomination requirements for staff promotion, its limits and criteria and substantive guarantees on which the staff is promoted.

The statement referred to electronic systems, including the launch of smartphone e-employment application in 2017, which aims to simplify and facilitate the procedures associated with the provision of all services of the central recruitment system applied by the ministry.

The number of registered applicants reached more than 10,000 until the end of 2018.

The statement of H E Marhoon touched on the current and future investments of CSEPF and the current financial position of the fund.

Later, Majlis A’Shura members gave their views and raised questions on the statement of H E Marhoon.

The members’ queries focused on the reasons for the failure to implement the Royal Directives regarding the unification of the scale of grades and salaries for civil employees, the unification of pension benefits according to the pension system of the staff of the Diwan of Royal Court.

Majlis A’Shura members stressed the need to take effective measures with regard to the batches entitled for promotion and the need to recruit more job seekers in light of their number touching 60,000 with majority of them holders of university qualifications.

Majlis A’Shura members also requested the reactivation of items of shuffling in the budget due to its positive role in achieving the policies adopted for the replacement and Omanisation in the public sector, especially in institutions where a large number of expatriates work.

H E Marhoon indicated that the ministry is implementing the government employment policy and that the issue of replacement in the public sector will be urgently examined.

Majlis A’Shura members also called for strengthening the privileges of civil employees as it has been the case with some military and civil government institutions that have special privileges, such as interest-free loans and special recreational clubs for employees and their families.

The members requested H E Marhoon to provide the Majlis with all data and figures on the current financial status of CSEPF, its operational efficiency and its immediate and future flows, in addition to the actuarial deficit in the fund and the ministry's plans to cover the deficit.
